The eight best amateur teams will compete in two exciting groups. The principle of previous years applies to qualification. All current regional league teams from the Bremer FV are seeded, with SV Werder Bremen and its under 23 team not taking part. The other teams are determined by the final table of the Bremen League from the 2023/2024 pre-season.
Group 1 features defending champions FC Oberneuland, Blumenthaler SV and FC Union 60. The fourth team in the group is Bremer SV, the only regional league team in the field. FC Oberneuland and Blumenthaler SV will play the opening match of the tournament. Group 2 will be led by SG Aumund-Vegesack and completed by SV Hemelingen, OSC Bremerhaven and ESC Geestemünde, which means there will be a Bremerhaven derby between the OSC and the ESC in this group.
